Certainly this is good in principle, especially with $50m to disburse.
I see that this bill has been introduced by Cox before, in 2002, and didn't get out of committee, according to THOMAS. Why was it not successful then?

My understanding is that the holdup has had something to do with a political/bureaucratic argument over whether the office should be under the State Dept. or the International Broadcasting Bureau.
