R, I'm suprised you didn't noticed this - the article is IMHO a call-to-arms for denial-of-service attacks on China's network.
The 16-page article mentions a potential exploit for denial-of-service attack 16 times, once per page. Prey tell what does that have to do with filtering?
Your guess is as good as mine.

More on Clayton's "cyber-terrorism manifesto".
First half of Chapter 6 is dedicated to the how-to's, and effects of ad hoc DoS attack from a single dial-up vs. coordinated attacks using faster connections.
Some data is also provided to encourage prolonged DoS attack by sugggesting it may trigger filtering patterns.
Targets of DoS attack are identified, such as disabling Chinese embassy's connection back home or Chinese government's outbound access.
I know bomb-making manifesto touches on free speach issues, but never the less readers should be aware of what they are reading.
