It would be weird though, if Google would add there an imaginary license number. I know they try to rethink the way China should be in their eyes, but this would be asking for more trouble than they have already.

I checked out several chinese .cn Websites. It seems to me like an formal act to publish the license number. All .cn Websites have one posted in there footer. I think Google is just doing so to improve it's chances to get a license.
